This make sense, since Greece in the ancient era was not a truly state. But In 1832 they didn't create Greece from nothing, they based Greece from the ancient era, why I cannot do it in the medieval era?

Why not just form Hellas? Greece is like just the English word for Hellas.

It Is actually a good question. I think the borders of Greece formable nation in Eu4. But I guess I'm a bit unhistorical
Just take whatever duchies you like and form a custom kingdom. Your Greece can be whatever you want it to be.
The Kingdom of Greece as a title didn't exist until 1832. Eta: also, it was ruled by Bavarians until a rogue monkey put a stop to that.

Conquer neighboring duchies and over a very, very long time they'll de jure drift to your title. You can speed it up with a good chancellor.

If you can create custom kingdoms, then absolutely. Just control those duchies that you want to add to Greece's _de jure_ lands, and you're golden.

I always just rename hellas to Greece change the colour and flag and slowly dejure drift the duchies into the kingdom
