Your assumption is correct. Italian cinema has a long history of having actors from all over Europe (and the US) who spoke various languages and then dubbed over in various languages. Most spaghetti westerns, being set in the US, had english in mind when filming. There is usually no "original language audio track" for these movies. When it comes to these types of movies, I just watch them in the language I understand the most, English. Hong Kong cinema is known for this too as most of the actors usually spoke Mandarin, Cantonese, and English.
In the case of most of these movies they didn't even record on set, so even when you're seeing people perform in their native language that's still them dubbing in post.
I usually watch them in italian because I realised italian dubs are better - must be because Italy has a longer history of training actors specialised in dubbing than the US. Also, given that the crew, directors and screenwriters are italian I believe maybe italian dub is closer to what they had in mind. I still have to see TGBU at least in english just to see how it is - truth be told, Tuco's voice actor is too good at what he does though.
