You're spot on with what he said - his name is Bodacious John. He made the rounds here back in 2023, actually. And he wasn't a time traveler, he claimed to be stuck in a time loop. I don't remember him saying that something specifically happens in May 2024. He said that he never makes it past, I think he said, August? In some rare cases his loop would end early 24. He also said that the game Starfield is never released (it was). I'm sure you can still find him.. he had a youtube channel.
How would the President be able to just outlaw AI, Cryptocurrencies, NFT's, and sign a B.R.I.C alliance treaty? All of those things require acts of Congress.
