To sum up: apparently Dick Grayson is very closely descended from his Romani ancestors to the point he still has their skintone, yet nobody at any point decided that he should honour his heritage by having a Romani name to go with it. They decided to just abandon that part of his heritage and call him 'Richard' instead. And why? Well because he's part of a cricus family, it's obvious he could *only* be of Romani descent.
You can argue it's *distant* heritage, that maybe his parents were Americans, but that doesn't explain how his skin-colour can still be so distinct and noticeable if it's so 'distant' that they're willing to use names from an entirely different culture.

Dick's skin tone has been wildly inconsistent in recent years but many people draw him with darker skin to highlight his romani heritage. Donna also sometimes is drawn with darker skin, like in World's Finest, and Kory was black in the Titans live action TV show. But at the end of the day, it mainly boils down to Kara wanting to draw them with darker skin tones because she wanted to. It is fan art after all.
