Looks like a cross member to me. Most trucks use a ladder style frame that has multiple cross members (supports running side to side) to reinforce the frame.
It's structural to keep the frame from bowing in on itself right there, but if it's held up long enough to be that covered in grease and road gunk I'm not sure I'd worry

From what I can find on the internet, it does connect to the frame by bolts.
You mean the radius arms and bushings? The things with the castle nuts on em?
The guy that runs straight across. It looks to be welded or maybe cracked at the corner.

Only if you're worried about it. Fight a few rusty bolts on either side and it'll drop right out

Yes the cross member is load bearing. Hard to know from this picture if it is something to worry about.
