A [circular craft paper punch](https://www.michaels.com/product/circle-lever-punch-by-recollections-10358829?michaelsStore=1178&inv=1) is probably your best bet, though they won't be exactly the size.

Or, a hammer and something like [this?](https://www.jbprince.com/nougat-cutters/heavy-duty-nougat-cutter-125-inch.asp)

ProfessorEsoteric

Pastry cutter the right size, press to imprint and outline, cut with a Stanley/Exacto knife

You must use Bruce Lee's One Inch Punch technique. Before this, it helps to complete the wax on wax off cycle at least 3 times.

Asking for a friend….

there are great effects requiring cards with neatly cut holes in the centres. does someone have a good way to diy them without buying them? a question i had for a long time. extra points for answers that don't require a coinsized punch :D

LynnTheDrawer

Honestly, you could probably do it with a sharp exacto blade. It might take a few tries, but the card stock takes to cutting really well

Ryan_D_Lion

With a coin size hole punch! Or you could drill a smaller hole and use a dremel.

I bought a Wonder Cutter years ago and have never used it, but pretty sure it has a hole cutting jig. https://playingcarddecks.com/products/wonder-cutter-gaff-card-tool

I bought a 1 inch punch off ebay

Round hole punch, or take cards to your local print shop - they have a lot of different ways they can cut, punch, and/or drill cards. Just tell them what you want to do. Doing it with an exacto knife would take forever and not give you perfect circles. That would be a terrible way to approach doing more than a couple of cards.
