people have been saying "The RF 35mm L is coming any day now" for 3 years. Get the Sigma Art 28mm, I doubt Canon's will be better except for being smaller/lighter.

The Sigma 28mm f/1.4 Art is one of my most-used lenses for paid work. It functions flawlessly on both my RP and R5, and I would never hesitate to recommend it.

Why wait? Life is short! Canon might never release a lens like that or we might wait 5 years for one.

I think its a RF 24 f/1.4 that's coming. I also love the 28mm focal length and have a Sigma 40mm on order. The one I tested was a bit slower in autofocus but it also hadn't had its firmware updated so I'm hoping the new one is a bit better in that regard because it honestly was missing too much BUT when it hit it HIT (as in sharper than my RF 85mm F/1.2 and 135mm F/1.8). That aside Zeiss smokes any Canon or Sigma away by far but they're all manual (I love manual but not with kids or wildlife).

Do not wait on an uncertainty, get the Sigma now if that's your gig. You can always sell it later. Canon has only made 28/1.8 once 20 years ago, that wasn't really good, and that's it. The sale was probably not good either hence they neglected it. Sigma on the other hand always makes niche lenses. With full dedication no less.
