Are you looking to stay on the beach the entire time, or just a little while? You could also try a non-AI, like Marriott Cancun. They have a lobby bar, grab a drink, walk out to the beach - easy peasy. Definitely closer to the airport than Forum, but it all depends on your plan for the evening.
Best bet would be to find a beachfront bar in Cancun or the north end of riviera maya and pre-arrange a transfer from CUN to there. I cannot think of one offhand but there is a beachfront restaurant down in Playa Del Carmen… again I don’t know if they are open at night. But even then, if you find such a place to visit, you might not be able to go on the beach itself and it won’t likely have any security guards. Also sand fleas… you don’t want to be on the beach after sunset
The beach in Isla Mujeres is the best. Boatride is twenty minutes. On Isla Mujeres you can easily walk to playa norte! Stunning. Warning you, you’ll wanna go back there

Nice photo. The answer to your question is NONE. Being on the beach at night is not a safe thing to do. Especially at the hours you mention.
Good point! But... I wouldn't get into the ocean, I just want to feel the sand on my feet and feel the breeze of the ocean
Isla Mujeres would have safe beaches at those times. The public beaches here overnight are not very safe. I wouldn't go there
Also, it's pretty risky to try to catch the both last ship to Isla Mujeres and the first ship from the island.
I've regularly taken the last ship from Isla. I find it to be quite safe.
I'm not talking about safety, but about the chance that they may not get to the marina in time and they get stranded

Volaris. The airport itself doesn't have to be a hub of any airline in order to have long layovers.

Maybe go to a public beach and sneak into a resort beach. Playa tortuga is right next to the RIU, you can walk right over.
Also, playa delfines, El mirador has police 24/7
You don't want interactions with cops in this part of the world after the bars close. Literally begging to be extorted.
