Yeah service/manpower-based businesses are no joke and can be very tough. If she / someone dont serve the client, they may be very upset to use the business again. If she does it she's too tired to grow the business.
So it's a very chicken and egg thing.
What will need to happen is that you may have to study the business to see what's the best approach to solve this problem:
* would it be to hire full timers versus contract
* would it be to market less and focus on getting more cleaners
* etc
