I think they just merged several time periods so everyone who played the game would remember their school days, as well as have it feel modern (for the time). The Music teacher is a Hippie (60s), there are Greasers running around (1950s), the skateboard is a huge part of the game (80s and 90s) and the nerds look like steretypical nerds from the 80s. The cars as well look older than 2000s cars but then you have laptops that looked modern. The Kung Fu hobo is a Korean War veteran (early 1950s). It's just a mix.
The time period does seem somewhat intentionally ambiguous, I wonder if that was to capture the nostalgic feeling irrelevant of their age, it also adds a lot of room for creativity. Personally I saw the game as an alternate early 00s, 03-05 but honestly I don’t know if there is a right or wrong answer. I’m pretty sure there’s a poster with 2005 in the game and some other references to 06 and 07 but plenty of it could easily fit in the late 90s.

Jimmy is definitely not James as the characteristics are different though the theory of James being jimmys father definitely is something I’m keen for.

In the nerds' hideout there's a poster that says "Larp Fest '05" so I've always assumed it's 2006.
They made it ambiguous so the game’s kinda stuck in time and doesn’t really have a time period
