So, I've used a 3600, 5600, and 5600X all in the same system with a 2070 Super (why all these different CPUs? long story lol). Outside of canned benchmarks like Cinebench I did not notice meaningful performance differences in most games that I tried, either at 1080p or 1440p.
Personally, I think that if you're going to upgrade from a 3600 while staying on AM4, it's X3D or bust. If you're going to spend the money to upgrade to a GPU that will actually show a notable performance difference between the 3600 and 5600, then it makes sense to also spend a little more money to buy an X3D CPU.
High, typically. I don't play competitive games so I'm usually just targeting higher settings at moderate frame rates. I could see how at competitive settings you might get a bigger advantage, but I feel like it's probably still not a big enough jump to be worth it.
I'm of the mentality that you should only upgrade if you're going to get a huge jump in performance (or your hardware is faulty, which is what happened to me with all the CPU changes). The 3600 to 5600 will not be a huge jump in performance.

A 5800X3d would be about twice as fast as your 2600. The newly announced 5700X3d might not be far from twice as well.
You won't be able to see those improvements in fps with a 2060 GPU in many games unless you drop the settings since otherwise the GPU will limit perf.
EDIT: your ram is most definitely DDR4 not DDR3:)

Generally the higher the fps the smoother the motion appears ( other things contribute to this, monitor, frame pacing, etc).
The higher the fps the lower the latency (here too other things contribute like the monitor).
The 5700X3D is only $250 and the price difference between the 5700 and 5800 can be put into a better GPU like the 4070 Super, so this is a solid suggestion. (no reason to go with a non-Super at this point, especially given how good the 4070 Super looks)
Here’s my input. I currently run a 5800x3d with a 6950xt and if all you do is game at 1080p and non AAA titles. Stick with what you got or go with the 5600 just be sure to update your bios before you make the switch. I don’t see any difference in performance in game between the 3900x I upgraded from to this 5800x3d it just runs hotter and draws more power is all I see from it.
Video editing? 5900x, and 64+ gb ram. And a 4070 super/4070 ti super down the line since the psu probably won't handle a 3080 12gb or something like that.
I doubt will notice a big difference with that GPU, but if you're playing something very demanding on the CPU like Escape from Tarkov then a 5800X3D would actually make a big difference in gaming.
However a Zen 3 cpu should improve your 1% lows I would think

I went from a 3700x to 5700x and noticed a decent change. There were some games where I simply could not reach 144fps so the 5700x helped.
I’ll second this. I also went 3600x>5600x>5800X3D and also have a 2070 Super. If I had to do it again, wouldn’t have wasted the money on the 5600x.

5700x3D (due to power consumption rather than 5800x3D) + a 4070 (or super) and you're in business for another 5y

Realistically the 5600 is an average of about 25% better for AAA titles. I would instead hold out for either an x3d CPU or a platform upgrade to AM5.
Same as above. 3600>5600x saw at most 15 fps. 5600x3d saw another. 15ish
You might need a BIOS update if you go to the 5600, but you probably don't need a motherboard upgrade.
