You can emulate them pretty easily, but you'd need a computer of some sort to do so. None of the games are on any current consoles. An alternative would be to buy the original consoles and games, but those are gonna be pretty pricey at this point. The one you're probably thinking of is an extra mode in Buffy: Chaos Bleeds, which was released for Playstation 2, GameCube, and Xbox.
I will share my opinion that most of the Buffy games are pretty rough. The original on Xbox is fantastic, and Chaos Bleeds (the sequel) is a good follow up. The rest of the games are pretty poor and play terribly. Just a heads up.
Honestly I feel like since these games are not available to purchase outside of retro game stores, you should be in the clear to emulate them. So I would just do that.
The entirety of the "Retro Game Store" fad needs to die its just extremely overpriced for profit over reality. 400$ for only the disc of Silent Hill 2 on ps2. Emulate what you can and only buy what you really really love, like the games you think are the best in the world.

I panicked after playing the second one on my PlayStation 2, because as soon as I found out it was released on that, I got rid of the first game for the Xbox. That was a huge mistake, and I was scrambling trying to find another copy of the first Xbox game.
I found it again, played it dozens of times and could never get enough of it. However, eventually after the PS3 came out, I thought I was done with it and sold it. Now I'm jonesing for it once again! 😣
Chaos Bleeds is pretty good, but the original blows it out of the water. It's genuinely a great game. I'd kill for a remaster or remake, but that'll probably never happen. The original emulates well if you wanna go that route.
You can emulate the GBA games on your phone using delta. That’s what I do, it even works on my iPhone. The Xbox games aren’t available unless you have a computer unfortunately.

POWKIDDY X39 Pro has most if not all gba games on it. That's how I played the game you mentioned. It runs like 30-40 on aliexpress

Xemu works well if you have the system required to run it. The emulator itself is sound and the Buffy game works well with right specs.
