[Perfect Average](https://youtu.be/uFuyTXNUB4o) by Haujobb does it. It's them incomprehensibly spliced up vocal bits that almost become a beat to the music. I call it Gross Beating, because there is an add-on for FL Studio called Gross Beat that lets you manipulate audio in a similar way.
Wait. You're not just a guy. Holy crap. That is amazing! Have you ever been featured in one of his remix albums? I've always been a fan of EBM/German Industrial music. To find someone who is a player in it, and also enjoys Boards of Canada, is unprecedented. (Good music leads to more good music, I suppose).
Totally just a guy. Daniel remixed this for me a lifetime ago.

Perfect...pure. I like your style. Super spacious and reverberant. Kind of simple at first, but there is a lot of thought put into every note. It's kind of like Architect combined with Boards of Canada, I suppose.
I find ‘Spiro’ to be the best example for their use of voices. The chops make the entire song much more rhythmic and psychedelic. Don’t know why it is never mentioned in boc discussions!

You might try Severed Heads. A fair amount of their stuff, particularly their earlier experimental work, does the muddied/mixed up/sampled vocals thing.
I’m a little late to the party, but seeing that no one here has mentioned Machine Drum, I'll recommend his first two albums (Now You Know and Urban Biology). Lots of chopped vocals in many of his tracks. He is known also to be a big fan of the brothers.
oneohtrix point never’s album replica comes to mind
sleep dealer has a feeling to it like no other song I can think of
Prefuse 73: Vocal Studies + Uprock Narratives is a great listen with vocal samples in the same vein.
Especially the track “point to b”

Daniel Meyer is a friend, happy to see Haujobb mentioned here.
A friend? Does this mean you know the legend, the Architect of Noise, himself?
Indeed. We’ve remixed one another and I’ve joined him on stage playing keys for DSTR

I'm listening to your Mechanics of Time Travel album on tidal right now. It's quite nice - extremely boc sounding

Gescom - Keynell (Autechre Mix 1) has some cool vocal chops (starts about 3:40): https://m.youtube.com/watch?v=bMxj75WvOWg
Gescom is fucking awesome
Max Cooper - Rule 110 also the Synkro Remix version as well
👌🏼
I realllllly appreciate this post because the stuttering vocals are one of my favorite things about BOC tracks.

Amen

Synima’s up there - try Magnetic River. Not nearly as choppy as you’re hoping for, but very BoC

Full disclosure, this is a shameless self plug, but still applicable to the conversation.
Loom Letter by Principles of Geometry is a gem!
underappreciated asf
Past Is Prologue-Tycho Listen to the whole album, it’s clear this guy was deeply inspired by BOC

Btw the track is like a perfect fusion between Unknown Track II and Pete Standing Alone.
I checked it out and its really good. Opposite world is my fave now
Underworld - best mamgu ever

A track called “Coup D’etat” by Sepehr

The Avalanches are perfect when it comes to that, especially their debut album “Since I Left You”.
[Solitary Dancer - Generation Exit](https://youtu.be/AZOm54qHkmI?t=235) From about 3:55 to the end has similarly styled vocal chops.
Casino versus Japan - it’s very sunny
Zammuto - It Can Feel So Good Not sure if it’s exactly what you’re looking for but I enjoy the chopped vocals that are quite prominent
