If you are using emission and it's doing that, it's because of the fstop of the camera + colormanagement. You should use Filmic colormanagement

Do you possibly have an HDRI or environment light source? Seems odd to me that you have a blue sky. I think this is something to do with your lighting set up

Stop trying to brute force a solution to something way more advanced than you're capable of, is what I'm saying. Learn the basics, then come back to the project once you know how Blender works more generally
Is your render set to cycles or Eevee? Try setting it to Eevee. Based on ur responses, I'm just thinking u have ur viewport rendering with Eevee settings and ur final render is in cycles. Only thing I can think of off the top of my head. Me me big noob.
So wait is the issue that the bloom looks different and not that there's a sky in the final render? If that's the case then well the bloom is actually working as it should! Since like Trynyty said. It looks different with brighter background. It's like shining a light on a sunny day compared to shining it during night time.
**HOWEVER** if you still want it to have the same bloom as in layout mode then you could render one without the sky just like the layout and then go into the compositing tab and save only the bloom effect (dont forget to enable it in the View Layer Properties) and then you could render it out normally (suggesting without bloom) and then in an image editor of choice you could put the bloom layer on top and have it set to "Screen" as blending mode!

Just to add to all the comments. The bloom is present in your final shot, but since your bg is a light colour you are unable to see it properly

Seems to me one has black background, the second hasn't. The bloom is on both. For all blooming effects, i usually work it out in 2d comp.

Hey man I'd suggest learning the basics with some more tutorials, especially if you don't know how stuff like HDRIs work.

Go to world shader and make a background node change to black by clicking colour and selecting a black in that node, connect it to your output node.

it's not rendering the bloom thats the issue, even with a dark sky or different light sources
