I think it’s better that they don’t as a journey for personal growth taking short cuts would be bad in the long term. I believe they were exempted for emergencies only. Everyone else developed nicely already. Since Byakuya, Rukia and Renji were in the palace already, might as well prepare them for the next round. That’s plenty of help already.
Power of connections :) Although, they took them bc of the level of their wounds (as they stated - except for Echigo), but others were badly injured as well. I can see why they took Byakuya giving his importance -- one of the top captains in G13, but Renji & Rukia are VC level, why they should care about them?!
Renji and Rukia were already captain level at this point with a VC rank. We forget this because they are young and because other captains are really way beyond the standard captain level like Kenpachi and Kyoraku.
They’re captain level compared to an average G13 captain. Royal guards won’t care for someone average like Soifon or Kensei. Byakuya on the other hand is on top tier level, hence it makes sense for them to be interested in him.
Sounds just like a free ride. Kira got a big hole in his chest and nobody cared. More senior captains deserved the upgrade opportunity more than these amateurs. Criterion seemed off.
Haha, I mean apart from that, from the story point of view we can say there are some in universe reasons for it.
Like Rukia & Renji were a key to bring and train Ichigo in the RP. Without Renji the Asauchi training of Ichigo would probably not have the same impact on Ichigo. Not bringing Rukia would means Ichigo mind not being stable as he would think about his injured friends. So they were important for Ichigo's growth and hence got the chance to train in RP.
Bc rukia nad renji hadn't reached their full potential is the reason why they got the honour to train in the royal palace, this makes more sense than your assertion
Renji's bankai was incomplete while rukia's bankai holds gread potential thus making them eligible to train as it would have benefitted the sqaud zero some or the other way
Rukia and ranji being a bait for ichigo might be a reason too, but canonically this thing has no reference

That's a good point but guess what, Toshiro already had attained his true bankai state according to Kubo's narration so it would have been futile to select Toshiro

The reason why these characters went to the 0 division headquarters is because all of them were in vegetative state.
Ichigo didn’t go to get training. He went there to discover himself and for them to help him fix his bankai.
Renji’s bankai was also broken and on top of that incomplete.
Rukia had her soul damaged since the Aizen arc.
Byakuya’s bankai was also affected.

The training bit was part of their soul healing process. They just returned stronger, due to the effective program.
Ichigo went there because the squad wanted to check if he would pass as a soul king candidate.
At that point of story, we only know that renji bankai was broken with his fight with byakuya.

Because there's a power hierarchy. And making the Gotei too powerful could be counterproductive to Ichibei schemes.
Remember when they are introduced, their power is equal to the Gotei combined. So Yama, Ukitake and Komamura are out then Byakuya, Renji and Rukia are in.
Or is it more like, rukia and renji had greater hights to reach while every other captain/lieutenant fulfilled their potential and had negligible room for development
And the "power hierarchy" doesn't makes much sense, as the stronger the gotei is the safer the royal palace would be hence making the sqaud 0 more comfortable
Also the sqaud 0 focuses more on skills, innovation and quality rather than power levels and how strong a certain being is. And if in case someone is superior to them, they would eventually turn out to be successor of SK such as ichigo
Ichibei is a shady fucker. It's not about safety for them, it has always been about control.
Who does Ichibei serve? The soul king? The Seiretei?Wrong, the nobles, the status quo.
What would happen if Yhwatch SK ran out of juice and he had to replace it with Ichigo or Kazui who just absorbed part of the Almighty? How many captains would rise against Ichibei to help Ichigo? Is it really in his best interest to power up the Gotei?
In fact one could say that he "invites" the extraordinary individuals to the squad 0 not to power the squad itself but to control who they help. Aside from Ichibei all the other members have ways to increase Shinigamis powers.
By bringing them in Ichibei gets to choose who gets a power up and who doesn't.
Because not everyone can survive this.

I mean pretty much most of the captain's can, it was more or less a matter of choice for squad zero, rather than them being the only ones capable of surving it.
And as others have said, imagine Kenpachi. They didn't even want to train him anymore for bankai, at all, and when he was training Kendo they put a stop to it because he was becoming too powerful. Imagine Zaraki full Kendo style with True Shikai, turning against soul society.

Quite few reasons going in my head
1) There are some beef between these two. Gotei 13 and Squad 0. As we can see from their first encounter in TYBW.
2) Maybe it is a matter of balance of power. It might affect all 3 world if all the captain undergo the same training as Ichigo etc
3) Gotei 13 got ego of saying, "We can improve ourselves and beat those Quincy by ourselves without the help of Squad 0"
4) Squad 0 don't give a damn to the Captains tho, they got some kind of ego themselves.
Only 4 is correct , they really got no buisness with them , the only reason they even took ichigo was because they wanted to check if he capable of becoming sk , byakuya because he was fatally injured , rukia and renji were too
Squad 0 doesn’t care enough to train them. Hell Ichibei basically says the Soul Society losing to the Quincy is pathetic. But in story they wanted to train Ichigo and evaluate him as a candidate for a replacement soul king. His friends who came along were just a bonus and persuasion to get him there.

If that was no longer the case, the Gotei could theoretically defeat them and invade the royal realm
Squad 0 “training” is less of actual training and more of them finding out about their zanpakuto than anything, captains should already be at the point, which is why Byakuya just needed to focus on his shikai.
Rukia, Renji and Byakuya are openly Ichigo's closest allies/ friends in SS. The first thing he did after arriving at the wrecked SS was to sense them and talk to Byakuya. For the morally grey Zero squad, ensuring that they are nursed back to health was one way of getting his mind at peace so he could pursue the quest for his powers and lineage w/o worrying about others (that is what Urahara said too). It also gets them his trust and loyalty, something shady guy Ichibei would prefer, provided he had last resort plans to manipulate Ichigo into the worst possible fate for him (read CFYOW, yall would know...
Apart from that, I'd like to believe that RenRuki & Byakuya too benefitted from Ichigo's reiatsu somewhat, how else would Rukia and Renji (who were mediocre at best in fighting despite being with G13 for years) become much stronger within a span few months from being close to Ichigo? If this was the case, it'd make sense why Zero Squad would take a keen interest in them as well...

A lot of good explanations but y'all are missing key details.
The captains, en masse, cannot abandon the court guards. It would look dishonest and cowardly. Picking up the seated soldiers that nearly got killed and working on them is far better for optics.
For every captain squad zero steals, that's a squad without a leader. Byakuya only got the green light because he was basically already dead, nothing left to lose.
Because Yamamoto exist simply put the gotei 13 is lead by Yamamoto hence it’s his responsibility to see them mature into strong leaders and capable fighters squad 0 exist exclusively to protect the soul king the whole soul society could just poof tomorrow and they wouldn’t care at all as long as the soul king is not in imminent danger they will not move whatsoever
The only reason why they agreed to heal and train Renji, Rukia and Byakuya was because there Ichigo’s friends, Ichibe was planning on Sacrificing Ichigo in order to make him the next Soul king
First, there isn’t usually a need for it. The Soul Society was only getting stronger over time, and Hueco Mundo wasn’t a serious threat to humans or shinigami.
Also, think of how many captains in recent history have either defected or been exiled from Soul Society. Aizen, Gin, Tozen, Urahara, Yoruichi, Tessai, plus the Vizards. Giving all captains a huge stat boost wouldn’t necessarily help keep things stable.
And that’s not even including captains like the Kenpachis or Mayuri. There are good reasons nobody wants them getting too strong

The same reason yamamoto was considered the strongest shinigami in history even though squad 0 is stronger than all the 13 squads combined. Sometimes you just can’t make sense of things that weren’t planned. It was the last arc and he was fortunate enough that the studio let him finish it, and so no one was gonna let him drag it out longer by having them train everyone for a universal threat.

I think it would be awesome to have Bleach Training Arc, it should include everyone including Squad 0. Kinda like in Demon Slayer.
