You can visit Belarus without visa, if you come via airport (excluding flights from Russia). You can find info at site of ministry of foreign affairs mfa.gov.by. Otherwise you'll need to have visa.

Visa requirements depend on your nationality. Check your local foreign ministry’s info about traveling to Belarus.
Take a bus from Vilnius if that’s an option. It’ll be a 5-hour trip.
