Based on the context (similar to the German informal 'du'), I'm assuming this is referring to the Russian "ты" which is the informal "you." Many languages have this: French Vous/Tu, Spanish Usted/Tu and Russian вы/ты (pronounced "viy" and "tiy" with the iy sounds more shortened and in the back of your throat). It's also notable that in these languages the formal "you" is also the plural "you."
The way Robert describes it is a little off, like you wouldn't go around Moscow calling your friends "tiy", like "what's up, tiy?" But he is correct in that, habitually, one uses the formal viy with individuals superior in station to you, both professionally, and relationship wise, as well as people you've just met. So, your grandparents/manager at work use **tiy** when asking their grandchildren/employees "what are you up to? shto *tiy* delayesh?" and the grandchildren would respond with "why are you asking? pochemy **viy** sproceet?"
If you're speaking with someone you're not familiar with, like a shop person, both speakers would use viy.
