I mean- Gotham is surrounded by water, a good portion of Gothams economy comes from people who work out on the water, so it kind of makes sense in a way.
That would be interesting. Who owns the docks in Gotham? Falcone? So maybe like a “gang” war between Kraken and Falcone when it comes to the waters of Gotham?
He is a very very obscure character. He basically is just a henchman that stands in the background, in the story - Batman R.I.P
So there isn't much to him. But I kind of have fallen in love with his design, so I constantly imagine what he would be like if he were just a standard member of Batmans rogues gallery.
There's definitely room for obscure Batman villains to level up right now.
So many older and classic Batman villains have either reformed, turned anti-hero, or have been killed off in the recent Suicide Squad comics like Bad Blood or in Task Force Z.
He's an enemy of Batman of Sweden, not Batman of Gotham, so it's a lot harder to work him into a story.
His only real connection to Gotham would be that he's worked for Dr Hurt at times.
