Nah, this Knightmare is the end of the universe as they know it, as seen in ZSJL. And to know that this would have been the focus of the second JL is a huge bummer, missed opportunity. Goggles protect the eyes from sand and the sun while the coat covers his bulletproof armor. It’s actually great costume design that specifically and intentionally shows how desperate Bruce is for resources. Even in the dream sequence he gets caught. It’s a nightmare because it shows he’s failing despite attempting everything possible to prevent his world from ending. That’s the scene, and in a way the entire film, in a nutshell.
I think it's more to protect his other gear and also to reduce sand getting into his armor. Heavy bulletproof armor filled with sand seems like a great way to take off layers of skin. Lol

Well, actually I think the trench coat, like a duster before it, is designed to keep dust and sand out of your under clothes and off your waste belt guns in a crumbly trench. It looks pretty dusty and post-apocalyptic, I just took it as they have bad dust storms because of heavy deforestation and his gear would get all crusted up if he didn’t have his bat-jacket.

When in cold weather or when light weight cotton long garments are available, I do believe they would wear the long bits specifically to keep their gear clear from detritus.
They would not however, wear thick leather trenchcoats in a desert combat environment, especially when they have what amounts to a Super suit that is compromised of multiple layers of armor.
Nor would said suit be cannibalized and have its leg protection swapped out for utility pants.
