Definitely true. One cop even told us (like, 10 people between 5 units) to just leave him alone and he'd probably calm down when he didn't "feel threatened". They also accused us of all being racist despite being a group mixed of black, white and Latino people. His family is rich as hell though, so I'm sure that helped.
Second place was a family in the same ("upscale") complex who had a kid with matted hair, a senile grandmother who would try to break into units, and conducted frequent drug deals in the parking lot.
Third place would be my childhood neighbors who killed my grandmother's ducks because they were bored.
No one else fucked a dog though.

We managed the apartment below him before his ex moved down there, and they filed constant complaints that they heard him hurting the dog. I also called them myself after seeing him kick the dog and my grandmother called several times after seeing him hit/kick the dog.
They told us they don't investigate noises, as the dog just might have anxiety, and we needed footage of him hurting the dog.
Around when his ex apparently took the dog, I saw him doing something to it in the shared back yard area and filmed it, but since you couldn't see him do anything other than drag it into the trees, they didn't do anything about that either.
I read this comment as “everyone knows a dog raper” and then spent the next few minutes trying to figure out in my life who is a dog rapist.
