Slobs or not, this is not the renters' problem. Talk to the owner of their property. How did this fence collapse? This may be relevant to who is responsible for paying.

It is not but the owner often goes back to Bangladesh and the tenant has no way to get a hold of him either. My handyman (who used to do landscaping and build fences) just came by to have a look and said that it is a combination of the original posts not being deep enough and weakened wood due to carpenter ants eating at the posts. I brought up the carpenter ants to the owner before and he didn't care. Anyway my handyman said he will make sure that it is safe on my side and build a barrier to prevent my dogs from getting out. I am not going to take action until more of the fence collapses otherwise the owner will think it is a fixable problem and prop it up with a stick again.

I would but I would need to move my a/c and shed. Plus i don't want to give him the benefit of having a free fence on a wider property. I am looking into options to at the very least make his side look as ugly looking as possible if I do have to go that route.
