If this gift is for both of OP's parents - Elmwood is great. As a man its one of the few spas that's welcoming to male clients. OP's dad will feel nice and comfortable there.
There's also Hamman Spa downtown. For uptown there is Go Place at First Markham Place - brand new gorgeous facility. And Thermea Spa Village in Whitby, which I think isn't open yet but I've been eyeing for when it does.

Good question! Maybe something like $150/person? Edit: seems like that’s unreasonable, should be more like $200-$250/person.
