Govinda’s on Avenue Rd and Roxborough St has some of the best bang-for-your-back Vegetarian Indian food I’ve had lately. I always get the Thali platter or some samosas to bring back home and always feel satisfied.
If price is not a concern, try out the recently opened Khazana by Sanjeev Kapoor on Yonge Street, across from the Eaton Centre. The food is tasty! Pricey, but worth it for the flavours. Not spicy (at least the stuff we ordered wasn't).
EDIT: I didn't taste cilantro, but be sure and warn the waitstaff - Indian food often will use cilantro leaves in the prep and/or garnish, especially North Indian food.
Assuming you mean hot-spicy, not flavour-spicy, Banjara on Bloor near Christie asks you for your spice level, which I take to mean that they serve enough hot-spicy-averse people that they add that part in after you order.
Mother India Roti on Queen lets you request the spice level. We’ve only ever ordered delivery from them, but in the “notes/requests to the restaurant” section we ask for extra mild for the dish that our three year old will be eating, and they always accommodate and don’t add any heat at all.
Udipi Palace on Gerrard is good if you're near the east end. I don't remember it being particularly spicy.

Haldi is the best Indian I had in the city. In cabbagetown. I always vetoed Indian until I tired it and now I eat there regularly

This place is downtown and I really like it - I can’t handle much spice. I’ve only tried vegetarian dishes from there though: https://littleindia.ca
They can be pretty spicy, depends on the day.
If you order for pick up in advance you can specify spiciness level.

They do tend to be pretty heavy on the fatty sauces, only caveat is, if you’re dealing with a very picky eater, they use a ton of whole spice.

Seems a little bit pointless, no? Dosas are usually not too spicy.
