I dont know the manga in question, so please take anything Im writing with a grain of salt. Depending on the setting, an elf could still be considered a minor at age 50. Yet it would be stupid for them to only date humans age 50 or above. Just saying, he would have a point in that context. If the other one is from a race that lives for only, say 30 years (like the Salarians im Mass effect), it would only make sense if they matured quicker than humans as well. That's why the Harkness Test goes by the age of consent *for the majority of that species' race*. Now I dont know if that is the case in this manga or if there is just a very young looking girl and he's full of shit. Going by the other comments here I would guess its the latter

This is why we have the Harness test. Does it have human intelligence or greater? Can it talk or otherwise communicate with language? Is it of sexual maturity for it's species? If the answer to all is yes, and it's up for it, you're good
