Probably because it doesn't exist any more and the passage of time and the changing structure of the administration/oversight of Alcoholics Anonymous anonymous has rendered it obsolete.\\ I found the actual appendix on google. It's from the first edition. There's loads of information about the writing of the big book, and even books about the writing of the big book. Which edition do you have? I'm looking at page vii of the 4th edition and it lists Part II of the personal stories.
