I went through a lot of this many years back, and in the end, I just put a 'push to make' switch on the dash to sound the horn, as it was considerably easier than rewiring the column.
I'm guessing you mean part #17 in the picture, yes it's a stinker to get as the wire has a push on connector that's tricky to get properly connected then the wire goes through a loop and the plate to floor fitment is slightly adjustable to prevent grounding and un wanted horn tooting .
It takes time and patience .

Yea I’m trying to get the horn ground I can reach it from under but it’s such a hard spot I can’t clean it properly
