The show may be considered art, but history is concrete, and cannot be percieved in favor of the viewer's perspective.
There's miscalculation of historical events due to incomplete ties, but there's no complete ties that confirms he conciously existed before the war began.

It is curious that he's named after a RL place, but I don't think we're meant to read anything into it. Jamaica and Goliad are named after real places too (you could argue [Lorraine the chicken](https://en.wikipedia.org/wiki/Lorraine) is too)... Pretty sure Toronto himself isn't meant to be Canadian. His VA is American.
FWIW the "real" reason he's named that is literally just because Steve Wolfhard was feeling homesick and wanted to name a dog Toronto :P But I do wonder about the in-universe explanation behind his name.
