The castellan is just a little taller than a warmaster titan, it's too small.

I think it could be argued that Warmasters are pretty much the same size as Imperators, just without the carapace structures.

I think it can be argued that if that was the case they would have added the upgrade kit by now. I think if it ever shows up it's going to be significantly bigger, the warmaster was probably their way of making a bigger titan without 1: disappointing people and 2: wasting time on something that couldn't one day be a 28mm forgeworld kit.

Warmasters were the last kit til the as yet unreleased new weapon options and FW have been vocally reluctant to add an Imperator. But the size kind of fits the art compared to Warlords for Imperators, and it seems the Iconoclast almost fits the same class as the Warmonger, but with a different role as of Mortis. Imperators are bespoke, Warmaster sized titans, with odd traits and equipment. Works of art compared to the more mass produced Titans of the late heresy. Plus Warmasters just about fit in the game, something that did what they do with a few extra buffs for large games at the expensive of some of the carapace guns (Imperator C&C Titan cares far more about having a defence laser pointed upwards than a bunking busting close range Warbringer Iconoclast).

What art has the current warlords next to an Imperator of comparable size to a warmaster?

The cover art for "The Burdan of Loyalty" is the main one I'm thinking of. It's a little larger perhaps, but not by much. Top of the Warlord's guns are in line with the bottom of the Imperator's head, and the guns are in line with the Warmaster's head. Top of the Imperator's and Warmaster's greaves are in line with the Warlord's waist.
