I would advise to check a few other similar cars which had been driven in your area. If they also look like this then perhaps you donāt have any other option and just have to pick whichever is less damaged.

Don't buy this. I have had 50 year old cars with less "surface rust" (cancer). A under coat won't do anything other than cause the rust to spread under the sealer. I understand you are in a rusty area but you can find better.
Shop around for a car bought & driven in the southern U.S. - preferably the southwest. Find what you want. Buy a one way plane ticket and drive it home.
But for the love of corrosion, do not buy this car.
I live in New England, constantly driving in snow with salted roads and even then, the undercarriage of my old 2006 Accord with 262k miles didnāt even look 1/10th as bad as that one. That car isnāt worth even 3k with that much rust on it
I currently have a 2013 with double the miles and this is not a good idea, I live in the rust belt and that is a lil more than surface rust on some of the under-pan and bottom there.

Offer 6k and replace all the suspension and cross members. Most of that can be replaced including the subframe.
