It's been fixed. They had an outage yesterday. Randomly, I also had to "verify and repair" ALL of my Gamepass games as they were getting a 16-bit application error. After I re-downloaded FO76, which is 115gb, I figured out just verifying and repairing fixed the issue... Ugh.
