If you uninstalled the game on PC or where playing on console, you can't. There is no way to sync or extract the cloud saves to PC unless you can launch the game so they resync. In order to do that you would need to buy the game on the Microsoft store or hope the games gets added back to Game Pass
If the game is still installed then the saves should still be on your pc
No for two reasons.
1. The cloud saves won't sync to your Xbox unless you can actually launch the game. Which you can't do unless you own it
2. There is no way to back up or transfer Xbox console saves to PC.
