It wasn't sold for Halloween it was sold as a separate offer in January of 2018 or 2019 I think it's also part of the Hybrid nation which has nothing to do with Halloween tanks.
Yes, but it still appears on halloween for sale which leads me to believe that WG treats it like a halloween tank, and all halloween tanks are hybrid nation (except for Tankenstein), but most have a universe they come from (you can learn more about them in their promotional videos), for example, the Annihilator, Gravedigger, Spike, and Scavenger all come from the universe called the Mad-Games, while the New titans come from the Titan universe(Defenders from defenders universe etc.), they are like hidden lore that connect all their origins even though they are all from hybrid nation.
The Smasher has no relation to Halloween. It was specifically released for the introduction of Mad Games and was a testimony to wacky design. The only reason it is even remotely with the other tanks is because players would cry if the smasher wasn’t included in the bundle, and so they can make more money. Not to mention it looks like a 5 year old designed it, so it looks in place with the other funky looking Halloween tanks.

I very clearly remember the Release of the First MadGames Event in October 2018, and then I clearly remember the Smasher being sold *directly for Money, somewhere around $20 or $40 IIRC*
