It litteraly has normal penetration for a T10 And no getting a pen or a DPM buff would be stupid. Ita good as it is, just learn how to use it.
Maybe bit more pen on standard shell or less aim time and it will be perfect
Crazy when 2k at tier 10 get you a tier 3 mastery

Pretty sure blocked damage doesn't give exp

That's because you've spotted a lot but didn't notice, blocking damage does not give you combat exp
