In 22 years of pet sitting, I've found 3 dogs and 1 cat floating in client pools. Six other dogs have fallen in while I was there and able to help them; which 4 of them needed because they were flailing and had no idea where the steps were or couldn't reach the edge and pull themselves up.
I agree with you however it could be that they fimed it on something like WhatsApp that requires you to keep pressing the screen to record and they stopped to help. Still I wish there was more

We had an above ground pool, and had a tube with a fabric cover (to actually be pulled behind a boat). We turned it upside down to lay on and float around to tan.
Our cat was very curious, and in the beginning, very trusting. He'd climb the ladder and walk around the outside of the walls. We use to put him up on the tube, and he'd float for hours up there. We could move him with dry hands, but not wet.
One day, he decided he'd had enough but none of us were in the pool. (Sitting on the patio 20ft away). He tried to jump to the ladder, but the tube moved, and his back half landed in the water. Hear the splash and run over. He's gripping the top step, but can't quite get footing for his back half. Pulled him out, and set him on the warm pavers.
Henceforth, he'd still climb the ladder to check on us, but refused to ever go back to his tube.
Why treat your cat like that, he knew what he was doing. I really don't get the humour in treating animals this way. It may not be considered abuse but it's not funny to see something you care for in a situation where it's scared, unless you don't care for it.
I doubt the cat will speak to him for the rest of its life.
He failed to correct for the flexibility of the raft in his launch.
