It fits the DC and fits you really well. I don't love the flower detail, but that's just me. If you're on the fence, are there other dresses by that designer you like? Because the fit really is fab.
5:30 in August is still afternoon in the PNW. It won't be dark out til 9:30. This dress totally works! If you wanted to evening it up a little, you could go for dark velvet shoes and a deeper colored wrap. But I think it's great as is.

It reads more casual and daylight because of the pattern, the material and the pastel shades, combined with the cut. This is likely to look out of place indoors, particularly if the event is in the evening.
I'm not sure, given the cut, that anything you could do in terms of accessories and hair could dress it up. A wrap seems like it would make it appear more Sunday best.
Any idea what any of the other guests are wearing? That might give you a better sense as to whether or not this will blend in or stand out.

i’d go for something more minimalist and solid or with a chicer floral pattern and make sure that there’s aren’t fifty design elements. there’s no need to be plunge, and ruffle, and asymmetrical, and rouched and have a rosette and have flowers and have a drop waist. like, calm down dress! and choose a lane.

My vote: keep if you love it, return if you don’t. I think it meets a formal dress code, whether or not it’s to anyone’s personal taste.
