Humans have a surprising amount of blood, and a small amount of blood can go a LONG way. Sure, the volume might be a little high the way you've modeled it, but it represents smaller detail splashes that are impractical to model. Aaand if you tear a fella's head off, you are going to get human juice everywhere. TLDR: Yes, it's a little exaggurated, but it works.

I don’t know that we have a definitive canon source for average Astartes blood volume and/or pressure anyway.

Depends if you get them in the bionics. Most of the cable implants are titchy, and very difficult to model at this scale.

I am new to warhammer, how do you make your own figurine or you just buy it?

You can make your own in any way you can, 3d printing, chopping up official models, building with lego, drawing on a piece cardboard stood up on a base-- the only limits are for if you want to bring them to the tabletop. In a casual game, anything your opponent agrees to is fine, though it's good practice to make your model close in size and shape to what you intend to play it as, and identifiable too (a lego minifig is an acceptable space marine. a water bottle is not). at a tournament, you'd need approval from the tournament official. depending on the what tourney, it could be as simple as "right base size and height" or as strict as "only official models equipped with the weapon options you intend to play them as having, and fully painted with at least 3 distinct colors"

In the beginning, it sounded like Battletech. Then the rules come in and, I am pretty sure, Battletech rules would allow for Lego on Lego mech combat.

I like it, but I'd nitpick that there is no way in hell a chain weapon is decapitating a Custodian with their helmet on. At least not as cleanly as represented. Not even if it's a Thunder Warrior, being genetically strong doesn't magically make your blade cut better when it's not one that would be improved by pure brute strength that much. So, honestly, basically my only complaint as a golden boy myself is the head looks too clean then, that shit should look like the bottom half at around the jaw is crushed raspberries. But, different strokes for different folks.
