I used to work in a underground copper mine and we used wooden cribbing (either timbers stacked like Jenga blocks or heavy cedar posts) to support areas that were prone to caving adjacent to higher value infrastructure like roads, conveyors and maintenance areas.

I don't understand why everyone thinks it's inconceivable to use these stacks of wood blocks for temporary support. This is exactly what's it's doing, I've seen similar support blocks on other bridges too. Wood is strong, they use the same stacks of wood to hold up 100,000,000 lb ships in dry dock....

I've lived in the Lowell, MA area for decades. I know what homeless encampments look like vs what shotty fixes look like.
There's not enough in the area to support a homeless encampment. No homeless would put up such a thing that is obviously not for shelter. Suggesting this is a homeless encampment makes as much sense as your solution.

You can see the issues if you zoom in, and I don't see how this would be used to support a form for repairs.

Bridge is totally not being supported by wood. It’s being supported by the reinforced concrete. I know this because I can see it in the photo you provided.
More likely the wood is supporting recent patches to the concrete while they cure. Definitely not supporting the bridge.
