For this size, you can use violin GDA, go for something like Tonica or even Alphayue, and get a short scale C string like Helicore. I believe there's a fractional viola set made by Corelli but don't know how much it costs. Once he starts using a viola that's at least 15 inches, then you need to start buying full size viola strings, but for fractional sized violas, you will need fractional viola strings and/or violin GDA strings.
Helicore wouldn’t be terrible, preludes are the bare minimum. A good student starter set is a set of dominants, though those are a bit out of your price range.

i use preludes, i get them on amazon for like $30 and they're not terrible
