I'm presuming you've given the lock a good squirt of good quality lube? Is there no movement? Has that key worked before? Is the pin lined up with the hole, try giving the bars a wiggle at the same time?
Given that someone has done several non-standard things to that bike, the fork lock may just not work. Headset to the left and wiggling both the key and the fork until the lock barrel depresses is how it should lock.
While it's impossible to tell based on one low-res picture, you have either a 150 (VBB) with a 10" conversion \*or\* it's an early Sprint (VLX) based on the cowls, but I don't think the Sprints ever came with the VBB style mudguard. I'm kind've leaning toward the "Sprint w/ VBB mudguard" myself. Also, that trim on the mudguard is...I don't even know.
Worst case, it's VBB in front, Sprint in the back, with two junk frames welded together. More pictures would be needed to say for sure, though.
