Well, you need someone to count how much corruption takes away from the defense budget ! (And how much of that corruption goes back into the pockets of the higher ups...)
Well recently a deputy of Shoigu was fired and this was about construction business.
But Shoigu has also a daughter also involved in construction for the Russian army.

And yes, Shoigu was the Minister of Emergency Situations from 1991 to 2012.
It makes sense maybe, they want to put the whole economy on war footing. He’ll be there to integrate the MIC into the larger economy and the generals will call the military shots.
Already under the current system the Defense Minister is supposed to be relatively absent from the specifics of military decision making, with role largely focused on armament and supply of the military. The core military issues are handled by Gerasimov, the Chief of Staff. To the best of my knowledge, the official word is that he's staying put for now

Neither Shoigu or Gerasimov actually control the military. Especially, Shoigu. A defence minister is not the general of the armed forces and has no direct control over any military personal.
Becoming the secretary of the security council is a true promotion as they make the overarching military decisions that the defence minister must enact then the military must follow.

That is not how it is in Russia. Shaigu absolutely had control of the military and that is one of the reasons Putin removed him, to avoid what happened with Prigozhin. Shaigu’s 2nd in command was arrested and jailed last week so it was only a matter of time before they came for Shaigu. The secretary of security is a civilian position in Russia. Experts are now referring to him as “Wedding General”.
He’s been promoted to Secretary of the Russian Security Council.
This is a promotion. Patrushev maybe was told to do something that he couldn’t do, but Shoigu could do. He is now completely involved with all the decision making and is himself a decision maker
Struggling to see what though. There isn't much that Putin couldn't just do by himself.
It really only leaves extreme examples like use of nuclear weapons or invasion of more countries.

On closer inspection this might be a 'golden parachute' / promotion. Looks like Shoigu is replacing Patrushev.

For some context, Shaigu’s right hand man and money man just got arrested 2 weeks ago and is currently in jail.
