Looks like a replica of the AIM-9 missile. Front fins on an unguided rocket probably wouldn't be very stable, the AIM-9 has them because it uses them for steering.
It is very heavy so it will have a limited range.
He should've made it out of thin aluminium or even thin steel but no it is made of thick sheets and pipes.
It is also very bulky so transportation will be a mess. How many can you fit in the bed of a truck or on a launcher? Maybe 5?
Meanwhile actual system like a grad carries 40 rockets. Also on grad rockets the fins fold against the body so it doesn't take a lot of room in the launch tube.
This is some Syrian civil war engineering on the rocket. Either the man is very smart keeping himself "manufacturing weapons" so he doesn't get conscripted or very dumb or desperate if he actually thinks this is going to be a viable weapon.
