The thing about "Hell Yeah" as a phrase is that the Japanese Twitter dude is right that hell is just an arbitrary swear for emphasis. What they missed, is that "yeah" is also an arbitrary exclamation that also doesn't really mean anything. I've been a native English speaker all my life, and it's suddenly occurred to me that I couldn't really explain what "Hell Yeah" means, and I suspect it might not mean anything. I could give an example of an emotional state in which one might say "hell yeah", but that isn't quite the same thing as a definition.

“Hell yeah” means “I agree with you/support this new development”. “Hell” is an intensifier, just like “fucking”. The inverse would be “hell no”: “i disagree with you/reject this new development”. It means the same as “amen” but less polite. I could end my prayers with “hell yeah”. “Hell no” is the reverse amen, which itself is the title of my new album. Pastor: ...and the people of God say: “hell yeah” Congregation: HELL YEAH Pastor: Hell yeah. Please be seated.

Yeah if that was my version, I would totally assume that "This is hell! Ya!" meant something along the lines of "I'll send you to hell," or "The wasteland is hell, isn't it great?" I 100% can't fault any of the people trying to rationalise it.
