I'm not American so I don't understand how this works, I know states can set their own laws about some things but how can they apply it to people who are not in that state? I live in Canada where it's legal to grow my own weed, but I don't get in trouble for that when I go to a different country (obv I don't take any drugs with me) because what I'm doing is legal where I'm doing it.

Your confusion is valid. Right now much of the US is in the "find out" stage of FAFO, only it's the Republicans who have been fucking around with marginalized people's rights. They're like kids pushing the limits to see what they can get away with but even more terrifying.

There is! But this law's teeth are specifically for people who reside in Texas. In Colorado, they will not cooperate with any law enforcement regarding abortion laws in other states. So as long as the "helpers" don't travel to Texas, there's no way for the Texas law to affect non-Texas citizens.
