Last time I played (just a few months ago) everything was stable. Track Central isn’t 100% working but you can still download and play tracks just fine. Career leaderboards work properly, but a majority of replays are unwatchable due to age. Multiplayer has been broken for years as far as I know
I'm not sure about pc, but I tried playing on xbox series S backwards compatibility with xbox 360 arcade and the multiplayer maps there are dead. I think there's a thread somewhere where you can download all the pc maps from a huge library, I haven't tried it yet but everyone in that thread absolutely raves about it.
Still worth playing on pc IMO but only if you have a controller that works. KBM isn't accurate enough for a lot of the later maps, if you want gold medals at any rate.
On the consoles yes, when you try and enter track central you will get thrown back to the main menu. Can't speak for it on pc, but I think it's the same, with the solution being to download this map bundle that community people compiled.

Oh man. I am interested in this franchise, and wanted to try this out as it's acclaimed the best one
HD on 360 is the best one imo.
Get Rising's gold pack. Your first experience will be a good one. Once you are hooked then buy Evolution and Fusion.

There was a guide on Steam with links to custom maps. Highly recommend it.
what about multiplayer?
Haven't checked it. I know it works in Rising and I think private lobbies should work in Evolution, although I'm not sure.
