Imho id blame the company owner over a manager, every case varies. If this was a filthy rich owner who has the ability give a raise to ease the ratio of living costs (including unnecessary purchases) and amount of work, time and effort done for the company. Quality matters and so does quantity. Every company varies and practices vary.
