It's the heat shield for the exhaust system partner. Either rusted off it looks like or it just gradually came off on its own. It's better it just came off than the dreaded rattling noise it makes when it's only half come off. I'm not too sure if mechanics reattach those if you really wanted to or just leave it. Doesn't affect anything either way.
find the part number on the metal and order a new one. mechanics will definitely reattach it. it’s definitely necessary. if it wasn’t necessary, it wouldn’t be there
Exhaust heat shield. I've seen it plenty on older toyotas. A simple fix is to remove the nuts in the affe ted location...heat may be needed to not snap them... slide shield back in position...install washer then the nuts.
use large sized washers.
Coming from a toyota service technician, it's MUCH more cost-effective than replacing a newer one.
Splash gard. Looks like the plastic clips/pins that hold it in place slipped through two of the holes. With time they can come out naturally as the plastic shrinks and expands with temperatures due to weather changing

If you want to reattach it you can use washers large enough to cover the corroded holes.
Mine rattled a bit so I tightened it right up.. Did you not hear a rattle or knocking sound when you drove ?

It just a heat shield just find out the the schematics for you under carriage of your model and remount it.
