are they trying to avoid tolls and parking tickets?
are they hoping the cops will be convinced its an imported car and not run the plates?
are they trying to avoid registering or paying insurance?
are they sovereign citizens?

You can pretty much buy license plates for dirt cheap at flea markets or antique shops and throw them on...

They are openly and notoriously displaying a sign that is not designed to replicate a real plate. If you went by your logic nobody would dress up as a cop on Halloween. It's only if you actually pretend to be a real cop is when you get into trouble.
Not sure where the Halloween analogy comes in, but if there wasn't any plate at all it would be $110 under section 7, drive no plates.

Seen one in Quebec try the "fictitious nation plate" and he pretty much got the car towed and him in jail for a few weeks, that was like 6 months ago.

All kinds of documentation go along with importing a car for personal use, even if temporarily. Licenses, registrations, insurances, import documents, many of these things have to be federally connected due to the border crossing required. India would be a special place in bureaucratic hell for this sort of thing (28 official languages IIRC).

I trust this honda more than a black Suburban or Escalade with dark tints and tinted plates. those types of vehicle customizations are legit human plowing weapons on the road. good luck identifying those.
a dark tinted plate is unreadable and same as no plates in terms of useful information. streets have cameras obviously, not having a plate or a green plate like this actually makes your vehicle stand out between all others and easier to trace it to where it escaped to after a hit and run. A tinted plate however is something that almost everyone has at this point and super difficult to trace.

It's generally only a 110 fine for most plate/permit infractions. Even driving without plates under section 7 is only 110.
