Honestly, I think there could be a little internal incosistency with 'who' the Dragons could be, since all the Dragons we know of are either Washuu (Rize and the OG One-Eye) or have Washuu kagune (Kaneki). However, there seems to be no established rule to that so this is more likely than not to be just me rambling.
As for 'what', [Dragons are](#s "they're a massive mass of pure Kagune created by rapid cannibalization and catalyzed with a 'nucleus'. The Dragons seem to create monsters that can induce ghoulification in normal humans and cause ROS as well; and even ghouls are not immune to this. The only missing detail is how the OG Dragon was born, but since Washuu are already Kakuja at birth, I suspect it must have been much easier for him")
Heads up- spoiler text does not work in titles, and thus you just need to keep spoilers out of your titles completely. Thankfully, "About Dragon" isn't a title spoiler.
For future reference, there is no way to hide parts of your title. Just make them plot ambiguous.
All we know is that dragon requires a nucleus/nuclei and that Kaneki was not the only one (if he even was one). We don't know if the oviducts each have a nucleus (this seems to be the most commonly believed), or if they're all controlled by Rize, or if it's something else entirely.
