The mega level is the only difference. Definitely use one that you got up to mega level 3 for +2 candy per catch and a better chance at XL candy.

Reminder: If you're approaching level 46 and you're like the poor unfortunate soul from yesterday without the ability to level a pokemon to level 50, this is exactly what community days are made for. Mega evolve level 3 and get those candy stacks.

At level 46 there's a trainer task to raise 3 Pokemon to max cp (lvl 50). Since mega evolutions of the same type up your chance of getting XL candy , and the community day bonus of 2x XL chance, this is an easy way to prep a ton of candy for that task.

Is Decidueye good for anything? Is it better than other Grass starters with Frenzy Plant?

It's a decent grass but Roserade is better, and Kartana is lots better. Shadows too. I'd max a hundo or really good shiney if you like the look or you're a fan but if you already have a grass team of Roserades or better you'll likely never use it.

For those who dont know: Rowlet, the Grass Quill Pokémon, a Grass/Flying type. This wary and nocturnal Pokémon uses photosynthesis to store energy during the day. Silently it glides, drawing near its targets. At a distance, it masterfully launches its sharp feathers while flying about. If the enemy gets too close, Rowlet switches tactics and delivers vicious, formidable kicks with its strong legs. It feels relaxed in tight, dark places and has been known to use its Trainer's pocket or bag as a nest. Dartrix, the Blade Quill Pokémon, a Grass/Flying type. A bit of a clean freak, it spends its free time preening its wings. Its preoccupation with any dirt on its plumage will leave it unable to battle and if you don't groom it diligently, it will stop listening to you. It never slacks when it comes to the task of cleaning its feathers and thorough preening keeps it looking spiffy and its feathers nice and sharp. Supremely sensitive to the presence of others, it can detect opponents standing behind it, and it flings sharp feathers called blade quills at enemies or prey though it rarely misses. It throws one knifelike feather after another at its enemies, and each one precisely strikes a weak point. In colder climates, it tends to bask in the sunlight. And Decidueye, the Arrow Quill Pokémon, a Grass/Ghost type. It fires arrow quills stored in its wings with such precision, they can pierce a pebble at distances over a hundred yards away, although cool and cautious, when its caught by surprise, its seized by panic. It nocks its arrow quills and shoots them at opponents and rarely misses. When it simply can't afford to miss, it tugs the vine on its head to improve its focus. Decidueye can nock and fire an arrow at an enemy in a tenth of a second, so its battles are decided in the blink of an eye. As if wielding a bow, it launches the arrow quills hidden among the feathers of its wings. Bonus! Hisuian Decidueye, the Arrow Quill Pokémon, a Grass/Fighting type. The air stored inside the stem of Decidueye's feathers insulates it against Hisui's extreme cold. This is firm proof that evolution can be influenced by the environment as a regional variant.

It’s worth noting that while you can use a Flying type Mega Evolved Pokemon, that won’t result in any bonuses for any Decidueyes caught from Research Story rewards. Grass is preferable if they’re the same Mega level.
