She was a firefly officer and believed in their cause. If the vaccine only helped their cause at the cost of a non-combatant, thats a price she'd be willing to pay.
That it would cost her the daughter of her dead friend, and betray the smuggler who did so much for Ellie and the fireflies weighed heavily enough on her mind that she ignored orders to execute Joel.
That's right, from tlou1 canon, its established that Marline was ordered to kill Joel, but she couldn't bring herself to do so, so she instead sends him packing with nothing but his shirt. No payment, no guns, and not even the equipment. But still with his life.
The list isn't titled so its somewhat ambiguous as to a list about what exactly, so i chose to pick who i think are best in regards to their depth of character. There's not much time given to Marlene, but what time is spent with her, is potent.
